India is the 3rd largest producer of research papers around the globe, and the Indian government is set to revolutionize access to academic resources. Nearly 13,000 journals, including hard-to-access titles from Elsevier, Springer Nature, and Wiley, will be made available for free to 18 million students, researchers, and faculty members. For this, the government will spend $715 million, or INR 6000 crore, nearly for three years as a part of a new central sector initiative. Foreigners have praised the action, pointing out that it might change the research environment in India.
The UGC Chairman, Prof. M Jagadesh Kumar, described the effects of ONOS. According to him, reading research papers enhances analytical abilities, research methodologies, and critical thinking. The effort seeks to establish a more equitable academic environment and make research resources available to everybody.
According to an IIM Mumbai assessment, the program is expected to reduce research costs by 18 percent and provide researchers and students with one-click access to more than 13,000 research publications. It will boost research output by 38% while serving 6,300 institutions nationwide.
Research initiatives are currently severely hampered by a lack of financing, which sometimes forces scholars to rely on pricey subscriptions to foreign publications. Higher education institutions are heavily burdened financially by these subscriptions, which has a negative impact on the caliber of research and instruction.
Prime Minister Narendra Modi’s Union Cabinet has authorized One Nation, One Membership, a central sector project run by the Anusandhan National Research Foundation, to solve these issues. This creative plan seeks to reduce budgetary strains while enhancing the nation’s research infrastructure.
With a 60 percent increase in access to publications per user, the program is expected to boost benefit users by 213.6 percent and institutions by 167.4 percent. It will be available from January 1st 2025.
